I don’t know what is the issue with my phone. But it was still stuck in reboot loop so i used tenorshare reiboot standard repair to remove reboot loop but the phone again came to recovery mode. 
So i went to a repair shop they said they need to open the phone and see if there is any chance of data recovery, they said my phone had water damage, they said when they cleaned the water the phone came automatically to apple logo home screen and the phone started completely as a new phone after that.
I tried using 3utools and tried flashing my iphone selecting retain users data but it didn’t work as well.
I tried using various tools like tenorshare reiboot, wondershare, dr fone but my phone couldn’t leave recovery mode. I have a iphone 13 pro max, it was stuck it reboot loop, so I thought of updating it without backing up my data.
